The Block Club Social Contract

 In order to establish a city-wide framework for the Social Contract Project, the Institute brought together a cross-section of neighborhood leaders in Philadelphia in 1994 to negotiate what has become known as the Block Club Social Contract. It addresses both problems experienced directly on blocks--vacant buildings, vandalism, crime--as well as problems like unemployment and troubled schools that affect neighborhoods throughout the City

 Block Club 100 Project, Reports and Agendas.
The Block Club 100 Project used the Block Club Social Contract as a framework for leadership development in the American Street Empowerment Zone in 1998, under contract with the Zone.

Under this project, we conducted at least one meeting or workshop every month, involving representatives from more than 100 blocks over the course of the year. The reports and agendas made available here here summarize our major accomplishments under the program, demonstrating how the Block Club Social Contract can be used in this way.
