, a private nonprofit resident/business membership group in the "old Stockyard Area" of the West Side. We have built or rehabbed and now manage 56 units of lease/purchase and
rental housing; have succeeded in bringing Head Start, day care and GED services into the neighborhood; work through a multi-neighborhood industrial group to retain manufacturing jobs, develop a new industrial park,
and find local jobs for local residents; do some work on commercial renovation; run an annual Summer Paint Program; and do ongoing code enforcement ande other neighborhood issue organizing as needs arise. Also for
the past year we have run a project called Computer Ownership for Neighbors which is just what it sounds like; so far we've gotten free or affordable used PCs and training for about 120 families.

to expand youth leadership opportunities and activities throughout this year. In fact, two youth under the age of 18 serve as members of our Board. 3) Community center: Our number one goal for 1998 is to
finalize the site for a community center and continue to work on funding. 4) Community park: Last year we raised over $360,000 (in less than 6 months!) for an 88-acre community park. This year we hope to plant
prairie grasses, initiate an urban forestry program, create a walking trail around the perimeter (which will eventually connect with trails throughout Indy) and build two viewing decks over the wetlands. We also
have to resolve our beaver problem. Any suggestions? 5) Housing and zoning: Our beautification committee has divided the neighborhood into four quadrants. Each quadrant is inspected by residents each month for
zoning violations and residents work directly with Indy government officials to correct problems. In addition, because we have a great deal of farmland in our community, we are concerned about land use and zoning

the City of Iowa City is a full time, paid position through City General Funds. My primary responsibilities are to work with exisiting neighborhoood associations and encourage the formation of new ones. The primary
goal of my office is to establish a communication link with the residents and encourage interaction within the associations so they can constructively participate in City government. There are currently 21
neighborhood associations in Iowa City. The City funds the printing and mailing of newsletters for the associations. I provide continual information to the key contact people of the associations and work with them
to coordinate input into various issues. An outgrowth of this process is the Neighborhoood Council. This group was initiated by the neighborhood associations in an effort to communicate with eachother, share ideas
and work with each other on common concerns. It has been a very effective group. A grant program has also been developed for the neighborhoods so that they might make improvements in their neighborhood.

Incorporated-- I'm a Board member. Teh Alley ahs been the voice of the Phillips Community in Minneapolis for 23v years. It has had a reputation for being an agressive newspaper portecting the the interests of the neighborhood residents. Recently, it fell into the hands of a for profit organization which has pulled the teeth of the newspaper, making it a voice for corportae and property interests inthe neighborhood. We are now on the verge of taking the newspaer back. We see the neighborhood newspaper as a means to combat the bland violence peddling commerce oriented slants of the "big" media who use "economic reality" arguments for breaking city newspapers' traditional allegence's to their immediate communities. We encourage teh establishment and growth of community and neighborhood oriented newspapers as a defense against attacks on the middle and lower classes, the environment and progressive values.
